Dear shakil
the fees for various colleges may vary .if u crack the entrance examination you may get scholarship but there are other universities who conducts their own test and offer scholarship on that also.
you can consult various private colleges in northern india like amity,lpu,chitkara etc for more.

DearYou should give graduate level exam for electrical engineer.
There are many government job for electrical . You can apply in these exam and give exam, you should have strong technical knowledge.
