You have not write about the College name for which information is required. However, the Delhi Technical University eligibility criteria is given below for reference only. Eligibility criteria : The candidates seeking admission to B.Tech. Lateral Entry Programmes must have passed a three-year Diploma in any branch of Engineering awarded by any State Board of Technical Education / Diploma recognised by AICTE, Delhi with 60% marks or equivalent CGPA. Final years student who will be completing all the requirements of their qualifying examinations including back paper (s)/supplementary before the date of admission can also apply. Such candidates may be admitted provisionally but they will be required to produce the proof of having passed Diploma with required percentage of marks the latest by 30.09.2020, failing which their admission shall be canceled and fees shall be forfeited. So, Diploma final year students are also eligible for B.Tech lateral admissions.

Those students who have completed 3 years of Diploma in engineering for which they could have sought admission after completion of only 10th are definitely and surely eligible to seek admission for graduation in engineering. As a matter of fact, there is a great advantage of admission in second year of four year degree course directly called as lateral admission. However if you are desirous of seeking admission in any other graduation course then you definitely need to obtain equivalence certificate for Diploma as of 12th. Many state governments have declared this since sometime. The best place to see this equivalence certificate is your own institution from which you are presently pursuing your Diploma in engineering. However if your state has not declared Diploma as equivalent to 12 then I am afraid there will be trouble for you to take admission in any of the graduation courses other than engineering.
