Both have different scopes. But in my opinion you should opt for B.Tech. B.Tech is a professional degree. Jobs are more on the basis of B.Tech. Many colleges offer this course. Admission is mainly based on entrance exam.

Yes, of course why not? Government of India as well as state government enterprises employs different varieties of specialists every year. Normally it is done either via UPSC or its equivalents in states or the companies directly. You will have to keep track by registering with appropriate agencies to get this information to your email. You may find a place in Air Traffic Control as a Controller, which comes under Airports Authority of India. They come up with vacancy notifications from time to time and intake candidates to train them as Air Traffic Controllers who are then based at any airport across the network of AAI. Apart from the above mentioned you may also work for other job profiles which require the candidates to be graduates. You may look for them on career pages of various airlines.

I would suggest you to go for SPIT because of the autonomy. Moreover, it has very good reputation than the rest of the two colleges.

What is your HSC score? For getting admission in any engineering college you need HSC score and JEE or CET score. If your percentile (50% wattage to HSC score and 50% wattage to JEE or CET score) is above 90 or as you belong to reservations if your percentile is above 80 you will get admission in COEP in third round but to wait for round three is very risky and chances are also less like we can't say anything so, calculate your percentile and if you wish wait for second round. Also, if your branch is not decided and you are ready to take any branch in COEP then you have to fill all the branches in option form.

You may pursue AME and become and Aircraft Engineer. AME in Avionics will match with your previous qualifications. You may pursue Flight Dispatchers course, it requires you to have completed class 12th with PCM. You may choose to become a pilot, it requires you to have passed class 12th with PCM 50% marks. You may choose to become a cabin crew. It also requires class 12th. You may choose to become an Air Traffic Controller. AAI comes out with special vacancy notifications for ATC and it accepts applications from BE in E&T. I leave the choice to you. You may revert with any other queries if you have.
