Yes, you are eligible for B.Sc in computer science after Diploma in electronics & telecommunication. You might not be eligible for lateral entry in B.SC but you can surely join from 1st year.

Both the institutes are comparable and have advantage of their own. VIT would offer you chances to get placed in good company after education while Walchand would offer you benefit of low fee. Talking about electronics, both institute are at par.

If you are from Science Stream, then B.Tech CSE or IT will be better option for you. B.Tech should be your top priority if you want to work in the field of computers. And if you are from Commerce/Arts Stream then you can pursue BCA which will allow you to work in IT Sector. You'll learn 3-5 programming languages in this course, depending upon the university. Note that you'll not study designing and developing software, apps and games inside these courses. But you can study them on your own through internet. You can keep photography as a hobby.

Yes, you can pursue the degree course you have to search on the internet and find out the good colleges and check their eligibility criteria and then if you satisfy the criteria, you can get into that College.
