Option 1: First you decide the country you want to study. I assume that you want to study your Masters in instrumentation only. Contact the embassy official or their website for procedures.
But irrespective of any countries, all that you need is enough money. My opinion is Germany.
Option 2: Contact a counsellor- reliable- and take guidance and help. They will help you until you settled there.

First and foremost, don't worry. This time comes in everybody's life. But remember, this too shall pass. What were you doing for last three years? Why do want to appear for bank exam? I would advise you to contemplate about your future. Approach a coaching center for an engineer to pass PO exam of bank is very easy. Keep on trying, success would surely come.

Hi Divyashree,
German universities are highly competitive, more than 75% is recommended. So if you have these grades then you can think of applying. Check DAAD India website, take the IELTS and TestDaf and start applying.

Yes, you can do B.Ed after M.Sc (electronics). Since you are from computers background, the best subjects for you in B.Ed will IT and computer science.
