An embedded system is some combination of computer hardware and software, either fixed in capability or programmable, that is designed for a specific function or for specific functions within a larger system. VLSI is offered as a specialization or major in MS in EE. So, you have to find universities which are well known in this area. I will list out some not so selective universities because your CGPA and GRE is not too high, but you have to check the specific admission requirements on their websites
