Both are good but depends on the candidate. USA is very expensive. Germany is not much expensive and very difficult to get admitted.
With you profile of 8 cgpa you should try germany.

Regarding embedded systems, there is good scope for the electrical and electronics students because many MNCs are hiring the students mostly on the background of embedded systems course as this course is very important in the electronics field.
