Don't go with which stream is better. Go with what you want to do after studying B.Tech. You may take the following considerations. If you like a computer, want to build crazy applications or something related to software go with Computer Science and Engineering. If you like playing with machines/motors or electricity go ahead with Mechanical engineering or electrical engineering. After studying electronics and communication engineering most of the students gets job/work in IT companies. Only a few get a chance in electronics companies. M.Tech degree holders should be able to progress a little faster than fresh BE/B.Tech graduates, because the latter have a somewhat higher learning curve. Otherwise, as a researcher at one of the IITs, IISc, TIFR, or ISRO, or post-Ph.D as an academic professor/researcher, there is ample scope for M.Tech graduates.

Biomedical engineering is an upcoming field and has gained a lot of research and industry interest in past few decades. Biomedical is a very huge field and has many areas where you can gain expertise and earn really well. Chemical engineering, on the other hand, is kind of a super specialised field which can also help you get a well-paid job. With BME, you may not get a good starting pay but eventually, you can have an exponential growth.
