no they can not do that because for junior engineer, minimum qualification required is diploma engineering and to appear in GATE you should completed you b.tech or you should in final year of b.tech

Out of personal experience I would not recommend anyone to study abroad for one's UG degree. 86% however is alright for entry to a BEng/BTech in CSc or IT in any country abroad. If you have good genuine funding in place then UK is the best destination for a UG with Honours. One cannot however expect Permanent Residency (PR) as something which they are deemed to attain upon graduation.

Most colleges have a different provision for admission. You need to contact the institute officials personally for specific admission details as it differs from one college to another.
