n my view both Universities may be good. But regarding all other as suggested above, I am not agree. I have crossed over one and highly impressed as i find it as trying to follow & compete with JAYPEE university & Galgotias univesity in terms of (a) Implementation of modern educational concepts & associated internationally renowned faculty from IITs & abroad (b) global connectivity by signing MOUs with many renowned technical universities/institutions of USA, UK, RUSSIA & Thailand etc (c) Flexibilities for choosing additional courses over RTU, Kota, Faculty Members, Class, Class timing & peers groups of learning. Your JEE score is impressive, however, you just fall short in your board score by 3%. (Assuming that you are from open category). If you are from reserved category then you will get what you asked for.

You have to fill the forms of the various exams. Colleges for lateral entry. You can also change branch in B.Tech for lateral entry. Almost all the colleges offer lateral entry. So, you don't have to worry about the college.
