You will have to go through eligibility criteria of this particular university to know if they allow lateral entry for a student from different state. Unfortunately, there is no single policy in this regard.

Scholarship are provided to those students only who belongs to minority category that is SC/ ST. In this, only tuition fee is provided. Other college charges like hostel, etc. are not provided.

Yes, Anna University allows Diploma holders to have a lateral entry in the 2nd year of engineering course. Normally when lateral entry is granted then graduation is allowed in similar branch only. Details you can find on the website of Anna University.

Yes, Karunya University indeed offers scholarships of different amounts to different categories of students. Information is very exhaustive and is available on their webpage. I would advise you to pursue it for full information.

Except for IIT, NIT and CFI, all other colleges in Maharashtra offer lateral admission. It's basically economic decision. With close to 40K seats not filled, colleges do need students to sustain.

Normally, each state has its own policy. Some states make marks obtained in diploma as criteria while some have CET for this purpose. You will find this information on portal of DTE of tech education of your state. Private colleges have their own policies.
