Normally admissions are given based on your performance. If you have merit then you can choose the college of your choice. If you are low on merit then you have to select from a limited choice.

Almost all the engineering colleges offer this facility. But normally, it's limited to the domicile of that particular state. There is a department of technical education in each state which controls the process. It is advised to get the details from your state's department.

Lateral entries are allowed in similar subjects. However, you are advised to visit DTE website for registering yourself as candidate for admission to 2nd year.

Yes, after completing Diploma in engineering, you can get admission in B.Tech 2nd year through LEET exam. You will have to appear for LEET entrance exam conducted by each state.
