Yes, you can apply to IGNOU or SOL and complete your graduation through lateral entry. However, for lateral entry you might be required to provide proof for the reason of the GAP.

Lateral entry is generally associated with the B.Tech course. A student can get directly into second year of engineering, if he has done his/her Diploma after class 10th. The condition that you have mentioned does not come under lateral entry, it is considered as course change.

Premier colleges across India including BHU, does not provide lateral entry option.

You are eligible for transfer to other branch or institute after first year based on university and college rules & regulations. Every university had different rules and regulations on transfer.
