Lateral entries are only permitted in colleges which have a tie-up with your own institute, so it is best if you contact the admissions department of your institute to find out where you can get lateral entries. Not all colleges permit lateral entries into a college of your own choice. Please refer to the link provided below for a list of colleges which award degrees in B.Sc (Optometry):

Hello Harjot,
It's very good to see your intention to go for BE through lateral entry after the completion of Diploma. Admissions under lateral entry are controlled by concerned state governments and these days are made online. So, for you to get your desired college, you need to get good marks in Diploma. This will only ensure that you get a college of your choice.

Hi,
It won't be easy to get into the second year. It will depend on the university's credit point requirements and if you have met them. Also, you completed your Bachelor's through distance and open learning so additional credit point requirements must be met. It is best that you write to universities in the USA and get a clarification.
