There is absolutely no issue for a Diploma holder to give lateral entry test for B.Tech, after doing Diploma in any branch with any percent of marks.

No, it is not possible. IITs in no case provides lateral admission to anyone, not even accepts a college transfer from any institute even if it is an IIT. The only means you can get admitted into B.Tech programme of IIT is by appearing in JEE Mains followed by JEE Advanced.

I think Diploma in mechanical engineering is a 3year course and you have to complete it. And, after that you are eligible for lateral entry.
