Lateral entry programs are designed to encourage diploma holder in engineering or B.Sc grads to seek admission in engineering. Therefore, I do not think, it is feasible to change from private university to other university by lateral entry program.

Engineering Graduates after B.Tech/ BE can do M.Tech and post graduate diplomas in their chosen field of engineering. They can also do MBA to seek general management roles. Engineers can also do certifications to enhance their employability.

Dear Aman, criteria differs with universities. Generally applicants must have a very good academic record. SAT must be taken. TOEFL or IELTS might be required though it is not mandatory. Always visit university websites for exact details.
