Yes, you are eligible. Generally, they take admission. Just go and visit the college once and ask the authorities or even call them and ask. By the way, it depends on the branch in which you are interested in. Though, what I know is, if you have a rank of above above 2 lakh and below 7 lakh, you can easily get into it .

Sorry to say, it seems very difficult to get ICT Mumbai for B.Tech Food Engineering and Technology. For Open category (Ladies Quota) cutoff for 2017 was 154 (1832 rank ).
