As you have taken BiPC in your 12th standard you are not eligible to take CSE. Maths is a mandatory subject to study engineering. But you have an alternative i.e. Diploma (computer science) and B.Sc computers. You could choose any of these.

Well, CUSAT is a government college so it has a bit of edge over Heritage's private ownership, however, if you got the main campus of CUSAT then only its worth taking, otherwise, HIT-Kolkata is a better option.

Droppers can take the admission in any college, provided you didn't cross the age limit and fulfill the entire eligibility criteria.
