In Maharashtra, admissions to all engineering colleges is through MHT CET. Yes, you can get civil engineering.

Indian Aerospace and Engineering is an institute, which is actually not an engineering college, but an institute that trains in aircraft maintenance that is approved by DGCA.

I understand and appreciate your interest in pursuing Engineering. To be eligible for Engineering after completing 10th standard, either you need to complete your 10th standard or pursue Diploma in an engineering field. As you have completed Diploma in a non-engineering field, therefore, I regret to inform you that you are not eligible for engineering.

The eligibility for joining arts in BA is passing of 12th. For admission in engineering, you need PCM or PCB in12th and clear CET conducted by state govt or COMDEK.
