Hi Rekha,
Since your daughter is a citizen already there is no question of an NRI quota here. Secondly, she will apply under domestic applicant category. She must still take SAT. TOEFL or IELTS is not required. As a citizen or domestic applicant, she will be eligible for financial aid on need-based or merit-based and she can also fill the FAFSA financial aid form. Please check university websites for application and financial aid information for domestic applicants.

Every engineering college has its own process of admission. For example: JEE Mains exam rank is your criteria majorly for NIT's. However, many private colleges also consider it as their eligibility criteria like Thapar University, JayPee, etc.
Your JEE Advance score will take you to the mighty IIT's. Further, there are some state level exams like PCET, JKCET and KCET, which are considered by the state government and some private colleges.
Institutes like BITs, VIT, etc. have their own entrance exam for admissions. The Diploma holders may get into an engineering college through LEET and other tests.
