Based on his 83 percentile in JEE Mains and a 59% in his PUC (Pre-University Course), it would look difficult to get admission in any top NITs or IIITs because they generally have very high cut-offs for admission. With a SC category rank of 3568 in JEE Advanced, you have a decent chance of being able to get into several IITs, though some branches will depend on the cut-off of the year. The branches which you should expect may include Civil Engineering, Chemical Engineering, or Metallurgical Engineering at premier IITs like IIT Delhi, IIT Bombay, IIT Kanpur, or IIT Madras. The chance of admission to a government college, given that your rank in JEE Mains is 213434, is very remote because the cut-off ranks to the government engineering colleges usually turn out much lower for them, more so in their popular branches.
