Try to score at least 70% in your graduation. Thereafter, give the paper of IELTS and GRE and score 6 bands in IELTS and +310 in GRE to get the admission in Masters in Australia.

You class 12th score is little low, but IELTS score is good. You can appear for SAT exam and this will increase your admission chances.
Below mentioned is the list of best universities:
1. University of Melbourne.
2. RMIT University.

All of these countries are the best for civil engineering. The best country is US because most of the top universities in the world are from US. (Like MIT, Harvard, Stanford, Yale, Priceton, and many more). Also, placement (incomes) are higher than other. So, I will suggest US.

Dear Mamnur,
A BE degree in mechanical or equivalent with at the least 65% and an IELTS score of overall 6.5 with no band less than 6 would be the minimum requirement. Other than that, the financial requirements for the visa as per the new SVPP rules.

USA by all means. Never Australia although it has good universities. But are quite expensive. However Australia does not have GRE requirement. In that case, I would strongly suggest Ireland to you. Hope this helps. Thanks.
