Hi,
Different universities have different websites, you can just apply through their websites. The application process is online. Or check UNI-ASSIST website, the common application portal to study in Germany, mention the university names you want to apply to on this website and follow the instruction.
Secondly however you cannot apply directly after 12th. German universities require 13 years education. So you have to clear IIT JEE advance to be eligible to apply after 12th or enroll into a bachelor degree program in India and complete the first year.

Hi Bharat, the term 'best' itself differs from person to person. There would be certain areas where you excel and vice versa. Figure out your interests and decide. Also, check the labor shortage list. Germany on the whole is a hub for mechanical engineers. Check this for all the information you are asking for:

Hi Kunal,
The tuition fee is very low in German universities. It may cost around 500 to 1000 euro per semester. It is free in national universities. To be admitted, you must have a very strong academic profile. Additionally, you must have a strong profile with the demonstration of research work, publications, etc. Take your IELTS. German language knowledge is beneficial.
