Well, not everybody prefers this. Its more of a personal choice. Germany has been one of the best countries for education and research. So, if an applicant is academically strong and knows he/she can have better prospects in terms of education, research, international exposure, career growth that prefer to apply to top ranked foreign universities. And, by the way, Germany is more famous for automobile and mechanical engineering over electrical.

80% and above is recommended. The higher the grades the better. Some universities even require 90% and higher. You must also note that you cannot apply after 12th. Universities in Germany requires 13 years education. You can enrol into a bachelor degree program and complete the first year with very good grades and apply. Or you clear your IIT JEE Advanced. I am assuming you are asking about bachelor degree program. If I am not wrong then you cannot apply after class 12th. They require 13 years education. Below is the eligibility:
1. Complete first year of a Bachelor programme from a recognized university in India in the relevant subject field or
2. Clear IIT JEE
or
3. Clear the qualification assessment examination in Germany, called Feststellungsprfung.

You need to get above 80% to get admission in a good university. A score of 6.5 in IELTS or TOEFL is also accepted.
All the best.
