You want to go for your undergraduate studies in civil engineering abroad. Right? UK and New Zealand both are English speaking countries and Indian students have a great advantage in these two countries since they know English quite well. UK is a very big country and it has educational institutions which have hundreds of years of history. They are really good in Academics and Research both. Compared to this the institutions in New Zealand are comparatively new. But then, it's only newer Educational Institutes that can embrace the latest ideas and the latest trends in education. You can apply for Bachelors instead of Diploma as visa concerns arise that why you are again apply for Diploma so it's best for you to apply for Bachelors. You can also apply for Australia if your Diploma is completed within the duration.

You should apply for PG Diploma or MS courses since you already have a B.Tech. Eligibility differs from college to college, normally more than 65% is required. Also, as an international applicant, you must take the IELTS or the TOEFL. An overall score of 6.5 is expected.

All three countries are English speaking so you won't have any problem. I feel Canada should be preferred since this country still seeks immigrants.

Hi Paras,
You hold a bachelor's degree and that is enough. Your grades however are not upto the mark. You should try for another stream, probably engineering is not the right fit for you. Studies abroad will be more rigorous. You may still check the list below:
