Actually best colleges are in India only. But these days fees are very stiff in many well-known Indian private colleges. In such scenario, if you are getting an offer to study at cheaper rates the perhaps you should go ahead.

Check universities offering programs in English or learn the native language. You may check QS world ranking for university positions in these countries and visit their websites. Check National Central University in Taiwan, Keio University Japan, Waseda University Japan and ITMO University. Kindly, check the admission requirements on their websites and apply accordingly.

Hi Prathmesh, fee varies across university to university. Also, you haven't mentioned whether you want to study bachelor or masters. For most UG courses it is 3500 US Dollars per year. I will urge you to check the following university website for details.
