You have not mentioned whether you are looking for a master or bachelor degree which could have been slightly better for me while giving you possible options. Certain universities are best for masters and some are famous for their bachelor degree programmes.
Germany is by far, the best country for the field of study you are interested in. Mannheim University of Applied Sciences, University of Applied Sciences Esslingen and Westachsische Hochschule Zwickau University of Applied Sciences are amongst the best in Europe. Germany is very much known for its technological advancements, especially Automobile and mechanical. Few good universities that you can look for are
Hochschule Albstadt-Sigmaringen,
RWTH Aachen University,
Esslingen University of Applied Sciences,
University of Applied Sciences Ingolstadt /
University of Applied Sciences Landshut,
etc.
Most of the universities have English as the medium of teaching.
For admission you might have to give GRE and IELTS / TOEFL.
Also education in Germany is government funded, there is a possibility that you might have to pay a minimal fee ranging from euro 140-500.

* Generally, candidates join lateral B.Tech course after completing diploma in any engineering field to get direct entry into the second year. Degree course will open more opportunities for you.
* As you have pursued diploma after 10th, it would be highly advisable to complete 12th first. It is the basic requirement to pursue any advance course or apply for job in any sector in future.
If not by regular classes then you may complete 12th by joining ' The National Institute of Open Schooling (NIOS) ' . And you may pursue lateral course alongside.
* To be eligible, you need to score minimum aggregate of 60% marks
