It won't be easy to get into the second year. It will depend on the university's credit point requirements and if you have met them. Also, you completed your Bachelor's through distance and open learning so additional credit point requirements must be met. It is best that you write to universities in the USA and get a clarification.

it's really great to see your dream of going abroad to study for PG. I feel either of the destinations is ok. You attempt for both and get into where ever feasible.

This depends from university to university and also if your distance B.Tech is recognised by UGC or not. Please email universities in USA admits enquiring.They will get back to you. You can also share a soft copy of your degree with them.

Scholarships for MS in US universities is a challenging task. There are many conditions to fulfil. There are many nuances to this and if you miss out on any one it becomes most difficult to recover. I would therefore sincerely advise you to approach specialist agency dealing in sending students abroad particularly to US for desired results.

In India there is M.Tech and likewise in US there is MS. So you need not to worry about the placement and internship provided you have to do your MS from a reputed college.
