Always core branches have unlimited opportunities but the packages are less. If you are interested in opportunities then prefer core branches, else, if you prefer package, then go for CSE-related branches.

Good placement is only available in good colleges. For private colleges, you will have to pay higher fees but you can take admission. For Government or aided college, you will have to pass with good score in state level or national level engineering entrance exam to get a good college.

There are many state engineering colleges offering admission on merit-based. Just check few things like ROI, fee, placement record, student-faculty ratio and student reviews. Many colleges in MP, Rajasthan, and Uttarakhand accept merit-based admissions.

Shipping and Marine are two different career streams. By shipping, we mean that you are getting into the logistics side but why Marine you are becoming the resource that executes work. From the engineering side, run the ships, manage the day to day shipping work, repairs engine, turbines etc. You can do a Masters in Marine Engineering as you've already done mechanical and get into marine life.
