There is no fee waiver seat available for lateral entry. you have to qualify LEET exam then you can get the seat in b.tech.

While there are plenty of colleges out there, I would suggest you go for Thapar Institute in Patiala. This year, it has introduced new admission criteria. Mode 1 70% seats on the basis of JEE (Main)-2019/NEET-2019 rankings
Mode 2 30% seats on the basis of 10+2 PCM/PCB scores

If you had good board score, you can choose Sastra University it's an good institutions to pursue education. If you not have enough score then you can choose Veltech Hindustan Bharath Savitha.

Hope everything is fine with you. Taking a look at your question that you missed the chance to fill the DTE CAP round form. Well, you can still get admission by only one procedure i.e. management quota. I hope you already gave the entrance exam.

I hope you are doing well. You don't get any college less than 65-70K a year. The least fee I have seen is 79500 for Chameli Devi College. You can admission here.

SIRT is good, but other two are not up to the mark. Their reviews are bad. Also, they don't come in rankings of top Engineering Colleges in Bhopal. I will suggest you go for other colleges like LNCT, Oriental, etc.
