The college which has good infrastructure I.e. faculty member, labs, students (the way he give admission), etc. will be good for civil engineering. Civil engineering branch is both for theory and practical. So, choose the college which has both.

Every branch has its own speciality.
So, if you see from the job point of view then it's difficult to say now about future scope of specific branch because of changing cycle, when I was taken admission mechanical engineering that time the requirement is great same applied for civil engineering, but less people are going for computer and IT side because of there is no guarantee of job. Nowadays, the same situation is for core branches as there are less jobs available in the core sector means demand is less but supply is more. So, decide your area of interest.
Also, what you want to do for your society's better future.
