Architecture is more of creativity and civil is the application part of that creativity, so I think which one is better depends on your interest and caliber and should be chosen accordingly.
I would prefer civil engineering over architecture in the current scenario in terms of scope in government sector.

There are different magazines keep coming out with the list of top 25 or top 10. However, situation is never static, it is always dynamic. You need to study hard and you will get placed in good college.

If you secure 68% marks in your boards, then you are not eligible to appear for JEE mains. Since, you must get at least 75% in your board exam. But, why are you not aiming for 75% or more and aiming for only 68% in your board exam? Top colleges rely on ranking in JEE and hence if you want to get admission in top ranked institutes, you must aim to get more than 75% in your boards.
