Hi sake,
As your rank is low, it's not sure that you will be able to get admission in any nits. But you may get a seat, if you participate in the counselling process wisely and smartly. And if you wait till the last round of the counselling process. Apart from this, to be in the safer side, apply for the some other private colleges also.

From central government, there might not be scholarship provided for general category students, but you can look for some private organisations that provides scholarship for your studies, doesn't matter what is your category. I recommend you to go through some research on websites like Shiksha.com and you will find some options for scholarship.

In my opinion, it's really heart to get some NIT with the rank you mentioned for general category student. Things maybe differ for SC ST category student. Also, for OBC category student, this rank is not good enough.
