Your chances improve significantly if you belong to a reserved category SC/ST/OBC/EWS. For general category candidates, 64 percentile may not suffice for CSE at JAC-affiliated colleges.While CSE might be out of reach with 64 percentile, you might get admission to other branches like Mechanical, Civil, or Environmental Engineering depending on your categoryI suggest you to participate in councelling, Even if the chances are slim, register for JAC Delhi counselling.
