Yes you can write the AEEE Phase 2 examination if you have not attended the Phase 1 examination as long as you have applied for Phase 2 examination. It's important to note that applying for Phase 1 does not mean you will have to appear in phase one.Check for any particular instruction or dates concerning any Phase 2 applications at the official website and do not miss the deadlines.

No. you cannot take admission in B.Tech because to get into any college, you must provide them with your intermediate certificate with passing marks. So your only option is to complete those backlogs and try next year.
