There is no official announced Duolingo English Test eligibility:Age Limit: No official age limit fixed. However, applicants less than 13 years need parental consent.Educational Background: Students from any educational background can appear in DET test.These are the only two points related to eligibility of Duolingo English Test.

The validity of Duolingo English Test score is 2 years. For example, if you received your test score on January 01, 2024 then this score card will be valid till January 01, 2026. After two years, you won't be able to share your scorecard to any university or other third parties.
