No, you cannot take entrepreneurship in best four and if you do so you would have to deduct 2.5% from your score. Calculate your percentage by both including and excluding entrepreneurship and then see from which method you score high.

Delhi University may deduct some percentage may be because you are changing the stream. Check out with the university and the college that you are taking admission in. They will let you know what is the deduction for.
