Environmental engineering is concerned with protecting people from the effects of adverse environmental effects, such as pollution, as well as improving environmental quality. Environmental engineers work to improve recycling, waste disposal, public health, and water and air pollution control. It deals with the design of technologies and processes that control pollution releases and clean up existing contamination.

Yes, of course you are eligible provided of course you have other required qualifications viz percentage of the marks in BE as well as having passed GATE in correct discipline. So, don't worry about your admission for ME.

First of all, keep your focus in your coming JEE exam. Do your 100% in upcoming exams. Almost all IITs and some NITs have Environmental Engineering. Infact, IIT Bombay, IIT Delhi and IIT Kanpur are better suited to offer world class Environmental Engineering course. Here it is a link for colleges in Delhi and Delhi NCR google it-
