Environmental engineering is a niche branch and currently, it does not have very big demand. However, global environment challenges and awareness is slowly generating demand for environmental engineers and it will continue to grow. In the long run, environmental engineers have good scope.

BE Civil is much a BIG Picture and ENVIRONMENTAL is a specified branch of civil.
Better u sld go with civil. that is my personal opinion.
So that you will have more chances of career in future, If u take envrmnt u will limit yourself to few.
But if you have decided to do career in envrmnt. u cant go for it.

Still structural engineering offers a better job opportunity in India, either in academia or in industry however if you have a plan to go for PhD than environmental engineering has a very bright future. This branch gets easy sponsored project as compared to structural engineering.
