Yes, you can apply for UGC NET environmental sciences. But, make sure you have minimum 55% aggregate marks (for general category) or 50% aggregate marks (for SC/ST/PwD/OBC categories). As per the eligibility criteria for JRF, your age must not be more than 30 years and for assistant there is no restriction on age. For both JRF and assistant professor, there is no limits on number of attempts.

Supposing that you are an Indian, there's a vast scope for Environmental Science graduates. I have listed some of them.
1. Preference is given to Environmental Science Postgraduates in Central Pollution Control Board (CPCB)/State PCBs for the post of Assistant Environmental Officers.

Absolutely yes!
For getting admission in MSc Environmental Science, you need to score more than 50% in your graduation. However, if you are SC/ST you need 45% aggregate in graduation. But your subjects in graduation should consists the subjects like Physics, Chemistry, Biology, Environmental etc.
So, yes, you are eligible.
