Ethical hackers are mainly Penetration Testers who find security issues in the system. Cyber Security is much bigger domain and covers a lot of subjects including penetration testing. CSSRL provides various training programme in cyber security domain. You can call their admission counselors for details.

There is no as such qualification needed to become a hacker. The one without any degree but with knowledge can be a hacker as it all about research and hacking mindset. As in professional hacker means as a security engineer. Also if you are from India and if you want to work with government then you need at least certification degree like CEH, CISSP etc.

The AFCEH program is designed for experienced computer security specialists as well as for beginners in the field. Ideally, it is recommended that participants should have basic prior knowledge of networking (TCP/IP) concepts and programming before joining AFCEH. However, that is not an absolute requirement. In the past batches, AFCEH has successfully trained college students, school students, corporate representatives, industry experts, police, government officials and cyber security veterans.

Yes, it's a great option and also, I would suggest you to go for certification courses. Talking about government jobs, you can get a government job in their cyber security departments.

Start with the basics: Earn your A+ certification and get a tech support position. After some experience and additional certification (network+ or CCNA) move up to a network support or administration role and then to network engineer after a few years. Next, put some time into earning security certifications (Security+, CISSP, or TICSA) and find an information security position. What is Certified Ethical Hacking?
Ethical hackers often employ penetration testing techniques, to check how far the information network system of an organization can be hacked. These penetration testing techniques can be learned by only those students who take up the certified ethical hacking examination. At present V9 is the CEH exam which is equivalent to EC 312-50 exam. In order to apply for this exam, a student is required to have completed his training at an accredited training centre.

Ethical hacking doesn't require minimum academic level but below prerequisites are required.
Networking fundamentals
Familiarity with multiple versions of Windows
Familiarity with Linux is not necessary but recommended
Familiarity with VMware Workstation

Hi Anvay,
Good to see that you have an interest in Ethical Hacking and Security profession in early days.
However, to become a white hat hacker to work with a company to safeguard their infrastructure and intellectual property from internal or external threat you need to go through professional course like Ethical Hacking. Later on you may get a certification from EC council.
It's not necessary to get certified by CISEH and CPTE but important is CEH for EC council and if possible CISSP. These two courses cover all kind of hacking related technologies, skills and processes. It's up to you if you would like to get certifications of CISEH
