Yes, you need to give entrance exams for Post graduate Diploma in Medical law and ethics but there are some of the colleges where it is not needed to give entrance exam.

All the medical degree MBBS is registered under MCI either it is government or private. So, all the medical colleges in India require NEET exam qualification for MBBS course.

You just need to download brochures of say Annamalai or IGNOU and gave a look if they offer a course if your liking. If not exactly same I am sure you will find some other similar course.
