Yes, One can apply for the TS EAMCET Phase 2 counselling if they were not able to participate in Phase 1. All those who never afforded to register to participate in the first phase can do so in the second phase. In such cases, the counselling processing fee has to be paid during the second phase along with the certificate verification procedure. Before going on to the second phase, it might be useful to point out that the web options chosen in the first round are not applicable.
