No, you can not pursue Ph.D right after doing a PGDM or PGPM course for that you must have an MBA degree. After PGDM or PGPM you have to do an MBA for a Ph.D. That's the only drawback of PGDM and PGPM.

Does Chartered Accountant CA articleship count as experience? For most schools, the pre-MBA experience that gets counted starts from the day you join a firm after getting your gradation degree till matriculation (I. e. start of the MBA programme). Technically, an intern is still a student working towards a degree.

Executive MBA is a graduate level degree which focuses on business. While the full-time Executive MBA in India would require one to take a break from the existing job and the part-time programme can be pursued along with the job the experience you'll have with distance MBA. It depends on the institution you're applying to. The fees can be lower than that for a regular programme. I would like to recommend:
1. Symbiosis Business School
2. Christ University MBA for Executive MBA
