The minimum aggregate you need to apply for a good university is 50% from any 10+2 discipline from a recognised board.
There are many good universities that provide B. Des in fashion, Interior, and Product design, and more. To name a few:

You will have to check on the college you want to take admission in. Though I doubt it. I suppose you will need to complete your 12th and then you can pursue a degree in the same.
