It's very nice to hear from you are interested in doing your graduation in food technology from ICT Mumbai. However I could not lay my hands on any paper or information where ICT talks of lateral admission. It is understood that it is not allowed. But if you reside in Mumbai then I would advise you to go to Matings and find out from the institute itself. The information available on the website of National Dairy Research Institute is unfortunately not updated recently. But it does not talk of possibility of lateral admission. Hence I am afraid that scope of lateral admission is not there. But if your state govt accepts diploma as equivalent to 12th then you have still chance of seeking admission in first year of this four year degree course. I am attaching a link that will give you all the required information about different aspects of the admission process.

I think, Food technology is better than Food Science and nutrition, and it is much better when it is B.Tech in food technology Because Food technology comprises of Food Science and nutrition plus technology or the technical aspects. So, the scope is more for food technology as obviously the areas covered and knowledge is more in food technology. And I think it depends upon your interest. By studying Food Technology you will be placed in food companies like amul, nestle etc. By studying Food Nutrition and Science you can be a dietician and placed in hospitals, gym etc. These two fields are interdependent.
