Candidates aspiring for admission to the course are required to fulfill the following minimum eligibility criteria.
10+2 education completed in the Science stream, from a recognized educational Board.
Chemistry, Mathematics, Physics, Biology/ Home Science as the main subjects at the 10+2 level.
A minimum aggregate score of 50% (45% for SC/ST/OBC candidates) at the 10+2 level.

Once you take admission in 1st year of engineering after real lengthy process, it's next to impossible to shift college in second year. What is reasonably possible is to change branch in same college if seats are available.

To take admission in a Ph.D course, the minimum qualification required is Master's degree with a minimum 55% marks. If you fulfill the same then you can apply. You will be exempted from research eligibility test (RET) if qualified UGC NET in the subject in which you have done PG otherwise you need to appear for an entrance examination called RET. Few universities prefer candidates who have completed M.Phil.

For doing B Tech, one needs to appear for and clear one or the other entrance exam. Perhaps only Tamil Nadu is one state where admissions are based on 12th marks. If you have PCB in 12th, it's better.

GATE is an entrance exam for doing PG in engineering. Eligibility for this is Graduation in engineering. Since you have done B Sc, you are not eligible to appear for GATE.
