If you have obtained the minimum qualification marks, then you are eligible for admission. According to information given by you, you appeared to have scored well in the general test of the CUET.
However, since there are only 20 seats available for this course at EFLU, the competition will be high. You may face difficulties due to your scores of English, but you are eligible to apply for this

You can get an admission certificate in French language in Miranda house on the basis of your marks in class 12th and on your category also.

Yes, you can pursue a Diploma in any foreign language but that should be from a different university and you can also do it through weekend mode.
