Well it will be very easy for you to go there if any university or college offers you the admission letter as then they'll not reject your visa. They look to that, the person is not planning to stay there or going for the work only. Try to get a letter form a university or college.

According to me, France will be a better option because of the quality of knowledge, teaching methods and various other education related benefits. This country is one of the top countries of European Union, in terms of food, education, tourism, etc. Therefore, if money is not an issue, which I think is not an issue for you, then France is the best option but coming to part-time jobs and working along with studies, it depends on the Visa and permissions related to it. Scholarships are not given basis of your knowledge of French language alone, they are merit based and universities will see your profile. Having Delf A1 and A2 will aid in admission but alone will not guarantee scholarship. You can check Campus France website for Indian students and check scholarship information there.
