Yes, you can definitely think of studying for engineering in France. With population on decline, many French universities and colleges are offering English as medium of instruction also. However your score of less than 60% may cause some turbulence. I am attaching a link that will give you all the required information about this. For studying purposes, France is more affordable. Living expenses can be slightly higher than New Zealand, but tuition fee is less. In New Zealand tuition costs are higher. You can make more comparison by converting them into INR. and see which is more suitable to you. PG course can range from 200 to 300 euro per year. Many scholarship options and good stay back options for Indian students are also available for studying in France. You can check Campus France website also.
